An insurance company will be founded for buyers and sellers who use ebay and paypal,
Their policy of  guaranteeing the buyer will receive/get all of their money back including
the cost of shipping if an item is received "not as described" or
"not received due to tracking information from the delivery service not
showing it after 3 months or not showing the item delivered"
for up to 180 days (six
months) after the completion of a sale/transaction.

Since ebay and paypal are guaranteeing you will receive the item as described or
get all of your money back, they should be the ones who pay the buyers -- out
of their pocket. When an item is advertised for sale in a newspaper or venue
such as craigslist there is no such guarantee claimed by the newspaper or
craigslist that the buyer will get all of their money back if the item
received is not as described or the item is not showing it is delivered by
tracking information from shipping companies such as usps, ups, fedex,
dhl, etc.

A venue/ a medium/ an intermediary/ a thing that is not directly or
personally involved with a transaction cannot guarantee or insure
the successful transaction of anything.
